Section 504 of the Rehabilitation Act Protects students with disabilities who do not show any educational needs, it provides access.  This act is housed under the Office of Civil Rights, USDHS.

The Illinois State Board of Education oversees all local education agencies/school districts in the state of Illinois.  They mandate all laws pertaining to educating children with special needs.

The Illinois School for the Deaf Outreach Department offers free of charge one on one special education consult by a trained Advocate.  Individual consultation to help when you have questions relating to the special education needs of your child.
